Qur'an 21:95
وَحَرَٰمٌ عَلَىٰ قَرْيَةٍ أَهْلَكْنَـٰهَآ أَنَّهُمْ لَا يَرْجِعُونَ
“And it is prohibited to [the people of] a city which We have destroyed that they will [ever] return”
