Qur'an 23:49
وَلَقَدْ ءَاتَيْنَا مُوسَى ٱلْكِتَـٰبَ لَعَلَّهُمْ يَهْتَدُونَ
“And We certainly gave Moses the Scripture that perhaps they would be guided.”
